The only file still missing to run the Editor could be MSVBVM50.DLL. I
think that it ships with Windows 9x. Here is an URL where you can download
it (about 1.0 MB) anyway.
Manual

1) The browser window where the graphical content of a file is displayed. Use the scroll bar attachted to the browser to scroll through the file and quickly find the tile you were searching for. Clicking on a tile will select it. It will be marked by a rectangle around it. Double-clicking a tile will copy it to the editor (2).
2) The editor window is the place where you can edit the tiles you copied from the browser (1). Clicking on a tile will affect it according to the selected editor mode (changed in (4)). In editor mode 'Select' clicking on a tile will select it (marking it with a rectangle). Only the selected tile will be affected by changes made in the 'Tile Control' (6). In 'Paint' mode clicking on a tile will paint the pixel at the mouse-pointer's position in the selected color (7). In 'Fill' mode you can paint a whole tile in the selected color (7).
3) The 'Browser Control' affects the behaviour of the browser window (1). Here you can open and close a file or exit the program. The light bubble represents the option menu. Next to the file controls you find the visual controls of the browser window here you can turn on and off the grid or zoom in and out. The text box beneath shows the address of the selected tile and can also be used to jump to a certain address by entering the address in the text box and then clicking on the button next to it. The selection box is used to determine a number of bytes that are added to the address every time you scroll up and down the browser window to assure correct tile displaying.
4) The 'Editor Control' can change the editor mode, is equiped with some functions that affect every tile in the editor (2) and the appearance of the editor (2). The first line of buttons is used to switch between the there editor modes 'Select','Paint','Fill'. The second line allows saving, reloading and clearing the whole editor's content. The icons beneath are similar to the browser's visual controls (3). The only extended feature is to hide every tile that was not copied from the browser (1).
5) The status bar displays some info about tiles and colors when the mouse is pointing at one. The question mark should be used for help documents which I still have to write. If anybody volunteers to write it please E-mail me.
6) The 'Tile Control' is used to clear, reload, save it back to its native address or save it to the selected tile's address in the browser (1) or save it to the address you can enter in the text box. The switches at the bottom of the 'Tile Control' box are used to write protect a tile so that it cannot changed in 'Paint' or 'Fill' mode or flip it around the x- and y-axis. When a flipped tile is saved it will be flipped again before saving.
7) The 'Colors' box serves as a selection tool. Here you can choose which color will be used when drawing in editor mode 'Fill' and 'Paint'. The long bar displays the selected color. Double-clicking on one of the four color boxes will open a color dialog where the user can change the colors. These changes will affect both the browser (1) and the editor (2).
You should also be aware of the fact that saving a changed
tile to a file will change the files checksum. To restore a correct checksum
again you have to use another tool that can calculate and write checksums
to a file.
